The State Controller of the Election Commission
The CEO reviews the law and order situation in the state and makes a detailed assessment to ensure that the measures are taken. The Election Procedure in the Local Authorities
Whenever a by-election or referendum is being held, the Chief Municipal Electoral Officer is notified by a local authority. The Chief Municipal Electoral Officer should be notified when the district education authorities hold their elections. The authority appoints a person to be the Returning Officer.
The Returning Officer must be appointed by the local authority at least seven weeks before the election. The authority can not appoint a Returning Officer, so the Senior Administrative Officer can take over the powers of the returning officer. The Returning Officer is responsible for the conduct of the election.
