The NHHA: State and Territory Governments' Role in the Housing Market

Governments play a significant role in the housing market. The first is at the structural level, where the policy framework of the overall market is determined by the government. In situations where the market is unable to provide appropriate outcomes for specific groups of people or where governments are trying to achieve specific outcomes, the second is through direct interventions in the market.

The Housing and Community Development Act of 1974 was passed after studies showed that the worst housing problem afflicting low-income people was not substandard housing, but the high percentage of income spent on housing. Section 8 programs have been phased out and new ones created, although Congress has always renewed existing subsidies.
